In doubt innovative project in the collection of urban waste in the neighborhood of Forca-Vouga

The “LIFE PAYT” project, which aims to reduce the bill for the service of urban solid waste collection applied to residents and increase separation, maintains a container under test in the urbanization of Forca-Vouga, in Aveiro, given the technical impossibility of starting with this project in full, and it is not safe that it will be implemented in the city. “We don’t know if it will move forward or not,” the Chamber transmitted to Diário de Aveiro yesterday. After the testing phase, an “assessment will be made to decide whether the project continues or not”. According to the municipality, it is a matter of resolving “a hardware problem”, that is, it was not yet possible to solve the problem of opening and closing the container lid. The container under test is installed in Rua de Moçambique, in the neighborhood that the Chamber chose to implement this project, an ongoing plan, but uncertain as to its implementation, which the Portuguese Environmental Education Association (ASPEA) criticizes, pointing to “flaws in the development of a European project.” Joaquim Pinto also points to the lack of “implementation of new systems for the control and collection of the waste tax, applying the principle of the paying user, using the area in its pilot project already under development”, as the municipality describes in the city plan in 2018 .

If “PAYT” (“pay-only-what-is-discarded”) is carried out in Aveiro, it will allow the application of a tariff according to the weight of the garbage deposited by the residents in the containers, constituting a European project underway in Aveiro, Condeixa, Lisbon, Vrilíssia (Greece) and Larnaca (Cyprus). Using a card that triggers the opening of the container, equipped with an electronic reader, the waste deposited by each citizen is measured. In other words, “the more (the citizen) separates the waste, the less waste you need to deposit in the container for undifferentiated goods and the less you will pay for the urban waste tariff.” , plastics and paper, among others. With such a system in operation, it will also be possible to read the accesses transmitted by the mobile phone network and consult the simulated bill. This project has already defined goals, providing that “a family residing in the neighborhood will produce 253 kilograms of undifferentiated waste per year, emit 73 kilograms of undifferentiated waste, emit 73 kilograms less of greenhouse gases and send 170 kilograms of waste to recycling. ”According to the project,“ about 22 percent of all waste generated is liable to be disposed of at ecopoints, with an estimated 73 tonnes of recyclable waste per year being mixed with m undifferentiated waste ”JP.
